For a typical backyard fence under 7 feet that follows the zoning limits, usually not. As of November 2026, Anaheim's fence table says any wall or fence over 7 feet needs a building permit. Pool barriers, retaining walls, gate operators and the front-yard exceptions have their own approvals.
When do you need a building permit?
- Fences or walls over 7 feet, per the note to Table 46-B in section 18.46.110.
- Pool barriers, which are inspected with the pool or as their own permit.
- Retaining walls above the height the building code exempts, or walls that hold back a slope or a surcharge.
- Powered gate operators, which bring in electrical work.

When does the city approve a design instead?
The hillside open-metal exception and taller hedges near the right-of-way need sign-off from the city's traffic and transportation manager, and the arterial wall allowance goes through administrative review.
Does no permit mean no rules?
No. Height limits, sight lines and setbacks apply whether or not a permit is needed.
